How do I start up PCB production for my company?

Hi all,
Aggrey who one would call a hobbyist, electronics technician and sometimes am teaching staff in our local institutes. My greatest challenge has been training my students with limited materials to be good technicians as far as electronics repairs are concerned.
My country is a good one; it has more than seven universities and many polytechnics and colleges.
I am really getting concerned with how the advancement of technology will bare with what I know and is available to my country. Etching these boards in my tiny room, they are of low quality. Someone out there I know can listen to my call. Of recent I just received an appointment letter to participate as a biomedical electronics technician but am still hesitant since I know what biomedical engineering and electronics are.
I want to take somethings to afar step, am still eager to learn, I really need to share knowledge with others but most of all want to share what my seem as an adventure with you out there, PCB production, Electronics solutions plant.
This has been like a dream for our EAST AFRICAN REGION.

I feel for your problems, Aggrey. Trying to get something done when you have no resources is difficult and disheartening.

But it is not clear to me what you want or expect. Are you asking someone to read this and give you millions of dollars to build a modern PCB plant in Uganda? It may be a bit unrealistic, but here's hoping.
