How to make a water solution of zinc phosphate

Hi,
I need to dissove a technical powder of zinc phosphate (45% zinc). I made the first dilutions in HCl acid, which seems to work fine. But as soon as I add distilled water to make a further dilution, the zinc percipitate. I need to keep the zinc in solution.
any ideas?

What is the pH before and after dilution, Adel? The zinc cannot stay in solution if the pH approaches neutral after dilution. Good luck.
