Ref CIE L*A*B polyester powder no textiure

My customer is calling out a CIE L*A*B polyester powder no texture
L-86.72 A-.20 B-4.97
1.5-4.0 FILM THICKNESS

Is this enough information to get these parts painted?

You need the gloss in addition to the formulation and L*A*B*'s, the thickness is typical to powder so it's not as important. This might have to be custom made so don't quote it until you find out if any of your suppliers have a paint in stock that will meet the requirements.
