Mil-C-5541 Compatibility with CARC Paint

Mil-C-5541 paragraph6.10.1 States the following:
Compatibility problems between conversion coatings and certain Chemical Agent Resistant Coatings (CARC)have been reported.
Does anyone know what the reported problems are?

Interesting point, I have also raised the same question recently. the latest revision of 5541 now makes provision for type 2, or non-hexavalent conversions, both us and a finishing shop in Holland have experienced adhesion issues on type 2 coatings.
