We would appreciate a response on type of heater required and is filtration essential .

Talk to your heater vendor. Remember that any electric heater, if derated, will last far longer than a regular heater, but will take up twice as much room in the tank and will cost about twice as much.
I have not used filtration on a seal tank and I like filtration. You might look at a self contained, over the top clamp on filter assembly and run it at night or on the weekend as required. It will last longer at a lower temperature and you do not have it in the road of production during the work periods. Put it in a plastic pickle ($1.00 or free at any of the burger joints) bucket so it does not drain on the floor when not in use.
