Brittle coating impermeable to oxygen
I am looking for a dip coating that would be impermeable to oxygen and brittle enough that when impacted at very high force, woul dbreak away from surface, exposing the oxygen sensitive layer underneath.

Well Kathy, brittle would imply that it would crack or break when struck by a large force. I.E.: glass is impervious to air and it is brittle--really thin highly stressed glass might be what you need.
But tell us what you are going to use it for and we might be able to give you a real world answer. Also what thickness can it be. How long does it have to last. How impervious does it really need to be. Not much in life is perfect as in 100.0000%.
