Is water break test also applicable to FR-4?

We currently encountering bubbles on our flex cicuit. We attach PSA to flex and adhere it
on FR4. We did a lot of stuff on lamination to optimize the process but still got bubbles. Then I come up with idea of contamination on FR4.I am doing "water break test" but am not
full confident if I am doing it right.
