Powder coat and silicone or PVC Plastisol adhesive

We are considering "gluing" nomex to steel racks used to cure and transport aluminum extrusions. We are in the process of installing a powder coat line to coat extrusions in house. I have experienced the problems caused by silicone on powder paint. My question is we need to find an adhesive that will with stand the aging process of 400 degrees F for 6 hours and not deteriorate. I read where PVC
-plastisol adhesives will work and are not silicone so they will not cause the fish eye problem that silicone does. I am concerned about having silicone in the plant.
Second question is if I cure the silicone for 24 hrs and then heat cure (age) it prior to using the racks for the extrusion, will this eliminate the possibility of the silicone - powder defect issue?
Can anyone tell me of a brand or type of PVC plastisol adhesive that will meet my requirements?
