Interesting compound!

I made it once by dissolving cobalt carbonate in perchloric acid, then adding potassium thiocyanate this on eBay or Amazon [affil links] . Insoluble potassium perchlorate drops out. Then I got my target compound by filtering, concentrating the filtrate, and letting it crystallize. Then I washed the crystals with some solvent (I forget which one) and air dried them.

Be VERY careful if you work with perchloric acid. It is an exceptionally strong oxidising agent. Drying crystals in the presence of acid can lead to the filter paper igniting! Perchloric acid fumes condensing in fume cupboard ducts have led to major explosions.
Take advice from your teacher before trying this
