RUST PREVENTIVE COATING ON TRAIN RAILS

I am interested to know if there is any economical mechanised method to apply the subject online with rail production without effecting it's finishing process time/despatch schedule. It should be capable of coating whole production in three shifts.

We have a rust converter this on eBay or Amazon [affil links] , which is tannic acid this on eBay or Amazon [affil links] based and thus washed off by water. We need a tough protective coating for the rusted part treated with rust converter this on eBay or Amazon [affil links] . What type of weather resistant coating should we apply? Thanking you. Regards.
