There are literally hundreds of constraints or factors in your question and you have given zero information. a very few are:
- Cost allowance for the project
- New tanks/line or an in situ modification of the old
- Hand line or automatic
- Metal or plastic
- Weir or underflow/overflow baffle
- Requires either elevation difference or less water in one tank or pumps
- Manual or automated flow control
This is not rocket science or brain surgery, but experience in affordable retrofit is very beneficial.
You probably need a consultant. I am very inexpensive but require complete information to provide a quality service. Consider a good consultant, hands on type, that is in your local area.

David: I have limited experience in designing overflow / counterflow systems for rinse tanks. Please advise your tank specifications, and we'll try to reach you to provide you with some guidance.

Hello David,
My suggestion to you would be to check out Poly Products EV-II/III evaporator systems.
