RoHS exemption of Hexavalent Chrome?

We are hardware manufacturer. Some of our products need Zinc plating, then chromate conversion. As I learned from this link -- http://www.pb-free.info/rohsexemptions.htm , exemption was granted to
"Hexavalent chromium (CRVI) passivation coatings". When I read further down the page, the application for exemption of "Hexavalent chromium (Cr-VI) in chromate conversion coatings as surface treatment" was withdraw.
I would like to know what is the different between these two treatment?

The page you linked to gives a further link to original documents that should be consulted, Lorin. But the answer is that there is not a long term exemption except in some individual specialized cases (and even those are only a consultant recommendations, not a final rule). The short answer is that you need to convert to hex-free coatings as the whole world is doing.
