Thin film adhesion

Dear Sir

I am working at Facilitation Centre for Industrial Plasma Technologies, Institute for Plasma Research, Gandhinagar, Gujarat, India.

I am working on thin films deposited by Plasma Enhanced Chemical Vapor Deposition method.

Right now I am running with a project where I am depositing Teflon Like film on SS and MS substrates. But I am not able to get good adhesion of Teflon film with SS or MS.
I am using pull of adhesion testing method using adhesion tester. I am not getting more then 2 MPa Adhesion.

Please let me know: Is there any known standard value of 'adhesion' for Teflon films?
Or is any method of deposition by which we can get better quality adhesion then by PECVD?
What is the maximum value of adhesion which teflon films give with metal surfaces deposited by plasma methods ?

Teflon has been put onto razor blades for decades. I suggest you look at patents concerned with PTFE and razor blades for process details.
