This "flaking" could be high current density burning or a problem in your cleaning cycle. It is too hard to say without more information. Are the parts barrel plated? What is the substrate material, pre-clean and pre-plate process, current density in matte Ni? Is the metal concentration in the bath where it should be? Let us know some details.
