Polyurethane Powdercoating on Stainless Steel steel AISI304 or AISI210

I am having an application where a electrical cabinet site along the a railway track (Railway Track side application). The surrounding temperature ranges between -40°C to +50°C. The cabinet is made from Stainless Steel sheet. Can I use Polyurethane Powder Coating on Stainless Steel Material? What adhesion, chip resistance, scratch resistance I can get? What should be the surface roughness of the Stainless Steel? What should be the coating thickness?
Please advise.

Yes it is possible to have PU coating on SS304, but before painting sand blasting process has to be done on the SS304 for about 30 microns and then the PU coating process can be done
