Elimination of phosphating by adding anything in heat treatment

Dear sirs,

I am working with so many sheet metal parts like HR-D , CR-D . thickness will be around 2-4 mm.

we are phosphating this parts and using for our production to avoid rust & corrosion.

But due to environment problem and also for cost reduction purpose we need to move some of the process to avoid this phosphating.

My question is :

1. Is there any process in hardening or tempering which will avoid this phosphating ?
or

2. Is there any other process with good cost reduction.

I guess that you could oil it, but then there would be an added cost and pain of removing the old oil if it were to be eventually painted.
