Cost of plastic paint shop idle running condition

I am in a costing dept. I need to know how to calculate the cost of the idle running paint shop especially in plastic paint shop. I need the complete parameters of costing a paint shop.

Because there are so many different pretreatments, types of plastics, types of paints, curing situations, traffic patterns, environmental conditions, staffing arrangements, etc., I don't think you can possibly get an exhaustive answer--only food for thought, things to remember, things to write off as de minimus. As such, the starting point would have to be you presenting your first thoughts on the subject, Ashish.
