Epoxy finishing of hand ground steel

I want to refinish a marine diesel fuel steel tank that is badly pitted and corroded. I can not blast the steel in the boat and need to grind it down by hand. What is the best way to prepare the surface and the best epoxy primer and coating to use. It is in contact with salt water in the bilge.

Cleaning 1) Degrease 2) If you can get an angle grinder this on eBay or Amazon [affil links] in that will well with a flapper sanding disc 3) Needle gun the pits or use a peanut grinder

Coating Does the tank flex? if not use two coats of high solids epoxy.
