Hard Chrome over Hard Chrome in Aerospace
I know it is not difficult to Hard Chrome plate over chrome but... is it a common practice in aerospace, if at all? Has there been any studies or research... for, or against, such a practice?

It's common to plate chrome over chrome. It's done then the thickness is not successful after grinding operation.
I don't know if it some commercial studies on it but when I work on Volvo Aero we done own studies on the material lab on it before we practice it on parts.

Whether or not you are allowed to is specified by the OEM of the part in their repair procedures.
If, and only if it is permitted, then you get into how well can the plater do it.
In the old days, some OEMs did not permit it.
Some airlines had FAA approved procedures that did not meet the OEM's procedures, but they accepted the responsibility.
Few, if any independent repair facilities have the FAA approved engineering staff for such changes.
