Possibly, a thin film could be spalled off by forming tantalum hydride. R. E. Buxbaum et al., U. S. Patent 5,149,420 (1992), cathodically hydrided surfaces of tantalum group metals in aqueous NaOH solution at 22 C. A hydrogen bake-out would be necessary for higher strength steels.
