Improving the resistance of 316 stainless

I am a design engineer working with a company that is developing a product that measures tissue resistance. The device has two 316 stainless parts that make contact with the tissue. The stainless steel parts make connection with a brass, copper flash, tin plate contact that is soldered to a PC board that runs the signal to a logic board. We are experiencing a wide range in resistance from .4 to 35 ohms and we think it is do to the connection I just described. what are some ways we can consistently lower the resistance. we are thinking about gold plating the stainless parts and in doing so do we need to nickel plate first. thanks

Yes to both, you are on the right track. Gold plating on top of nickel or electroless nickel plating.
