Problem in Black Passivation

Why white patches becomes apparent after black passivation ? Please advice. We conducted lot of trial but could not succeed. Even after hot manual drying process , isolation patches occur. Please advice some remedial action.

KS, this is not intended to be unkind. But how can anyone help when we have no clue as to what is being passivated, to what specification, and if it is on plating, what is the base metal and what is the plating process.
