Passivation to meet AMSQQP35 TYPE 2/ TYPE 8

Is there any other way to passivate stainless to meet with military QQ-P-35C (canceled) [link is to free spec at Defense Logistics Agency, dla.mil] TYPE 2/ TYPE 8 without the use of Nitric Acid?

We have developed passivation technology based on low concentration of phosphoric acid. It is environmentally friendly and can be applied for food industry also. Contact us for details.

Dustin, you can passivate without using nitric acid, as Anna says, and as other folks who use citric acid will tell you. Yet AMSQQP35 [canceled] Type 2 or Type 8 both require nitric acid. If you're locked into using that specification, you are locked into using nitric acid based formulations.
