304 Stainless post weld
Is it always necessary to clean and pickle the heat affected zone of 304 stainless steel weldment to prevent corrosion in a acid dip tank?

It's always a good idea, but no it's not always done. It would depend on the application, as cleaning is not always strictly for improved corrosion resistance. For example, companies that I worked for shipped hundreds of stainless steel rinse tanks for plating lines without post treatment, but I can't imagine shipping a single tank for pharmaceutical mixing without meticulous post treatment.
