Powder coated panel rejected in impact test

Dear all,
I am facing a problem of failure in impact test as per ASTM standards, pannel is getting rejected on 40 kg.
My oven temp. is 200 (EMT) shown by TTR, and time duration is 20 minutes,
I have also checked my process of phosphating and it is o.k.
one thing is also interesting here that when we do impact test immedietly after painting material is passed at 80 kg.
but failed when we do it 24 hours later(as per standards).

I hate to say it, but the ASTM ask you to wait 24 hours before doing the test because you will get the results you are getting if you have a pretreatment problem. If you are absolutely sure about your process, check the steel for surface rust or other contaminates that cannot be removed by the cleaner. Your chemical supplier should be able to provide you with tech support.
