Per Volume 5 of the ASM Metals Handbook a typical formulation is:
Phosphate salts, 12-15 percent.
Phosphoric acid, 3-4 percent
Molybdate accelerator, 0.25-0.50 percent
Detergents (anionic/nonionic), 8-10 percent

But most shops would buy proprietary processes rather than every shop independently investing months or years in research to discover what is best.
