RUSTING OF IORN BARS INSIDE CONCRETE DUE TO RAIN WATER SEEPAGE

Dear sir
can you pl advice me on how to prevent rusting of steel bars inside concrete cealing due to rain water seepage. Can I use a water based rust converter this on eBay or Amazon [affil links] and allow the puddle to be stagnant over the leak area so that the converter can seep through and perform.
Pl advice.
Thanks and regards,

The only answer I know of to this problem is the coating of the rebar with epoxy resin coatings before laying in the concrete. After the fact, rip out and redo.
