Can someone tell me if the process for Black Oxide is RoHS compliant?

Why not-there are no mercury, lead, cadmium or chromium in hot black oxide baths.

User beware: MIL specs and various derivatives thereof mandate the use of a HEXAVALENT CHROMIUM rinse as the final rinse in black oxiding. If this rinse is used in processing parts, then HEX CHROME is "intentionally added" thus the 1,000 ppm threshhold for contaminant level doesn't apply and the parts are thus NON-RoHS compliant! Many, many black oxide processors use and their suppliers recommend use of such chromate bearing final rinses albeit weak.
