Prevention of scales by use of coat before HT operation

Is there any type of coating that can be selectively applied (prior to heat treatment), to specific areas that would prevent or minimize the resulting scale formation following Normalizing operation of only 300 mm long portion of tube end after cold working operation ? (Carbon Steel tube ends of SA 210 Gr A1 grade& 63 mm OD X 4 mm thick X 10 mtr long size ) During the course of manufacturing, tube ends are required to Normalize at 900 degree C . Susequently these tube ends are welded or expanded.Since use of HT furnace with inert gas atmosphere or mechanical removal of scale is quite slow and costly we would like to use suitable coating to prevent scale formation.

A product called Ceram-Guard is mentioned in letter 10948. I have heard that it works quite well on cleaned surfaces.
