POWDERCOATING ALUMINUM PLANKS THAT HAVE OXIDIZED

WE ARE ATTEMPTING TO POWDER COAT ALUMINUM PLANKS THAT HAVE OXIDIZED DUE TO BEING STACKED TOGETHER OUTSIDE...WHAT ARE THE BEST METHODS TO REMOVE THE OXIDIZING ON THESE PARTS SHORT OF SANDBLASTING?
THANKS IN ADVANCE

Even sandblasting may not save these parts. Pitting may be deep, so you will have to try to clean some of them to see what is left of the finish.
