Bolt and Nuts (A193 B7 and A194 H2) to a Stainless Steel Flange

Bolt and nut (ASTM A193 B7 / ASTM A194 H2) are bolting materials for alloy steel and stainless steel materials for high pressure and temperature services.
Does it not violate the standards if we used this bolting material to a stainless steel flange?
