Jig requirement for anodizing?

Dear Sir or Madam
Two questions on jig need your help:
1. Rustless steel could be used for jig preparation?
Our jig was made of two parts:
Hook: Titanium
Other part: Rustless steel.
2. Insulation
is it permitted to use a paint film in the jig surface?
If not, why?
The jig we prepared was covered with some PVC paint for insulation.
But some expert said it was a nightmare for maintenance.

Properly applied PVC plastisol coatings are not a nightmare at all; they have been successfully used on countless thousands of electroplating racks for decades. Still, it is usually more economical and practical to make anodizing racks of titanium or aluminum than of plastisol coated stainless steel. Besides, stainless steel has low current-carrying capacity--about 1/5 of aluminum.
