Is holiday detection testing possible with tanks/pipes not empty?
For conducting Holiday Test on lining of pipes and tanks is it necessary to empty it or it can be done in its service condition?

That's an excellent question. The only test I am familiar with, spark testing, requires that the tank or pipe be empty. But in theory there presumably could be a Hall Effect or other test that could detect a small current resulting from a holiday.
