The easy (and cheapest) way, assuming you have a few thousand gallons or less, is to contract with a permitted transport and disposal facility. It may cost about $2 to $3 per gallon. We can't give trade referrals here, so check around, on the 'net, ask chemical suppliers, etc. there are several fine companies in this business.
