Do we need to Specify Double Powder Coating or E-Coating in our Bids?

I work for a small municipality on the East Coast, US. We sent out bid packets for a large metal shelter that specified powder coating. Some contractors tell us we need to add Double Powder Coating. Some tell us we need E-coating, then one coat of Powder Coating. We are not sure what E- Coating is, and which process is best for our situation. Thanks for any help.

Dear Mr Maness;

E-Coat is a primer coat which is popularly also used as it is without any topcoat of paint. The best bet for your application is an E-Coat layer followed by a Powder Coating Topcoat as has been suggested to you.
