Rustoleum won't dry on copper?

I made a chandelier socket cover from a piece of copper tube. Used a boring bar to open the inside diameter and 00 steel wool this on eBay or Amazon [affil links] to polish the outside (no lubricant of any kind was used). I painted the tube with Rustoleum enamel and repainted the 4 original pieces. The original pieces were dry after a few hours, but the copper piece is still tacky after almost 24 hours.

Is there a chemical reaction with the copper? The piece was clean of oil, dust or solvents.

You are probably thinking on the right track, most Rustoleum products don't do too well with copper or bronze, you are better off just leaving them bare to patina.
