Many attempts to substitute Palladium in POP because of its price. Some limited succsess so far. The whole POP industry is still waiting for someone to ring the bell loud and clear. You may want to contact Surface Technology, Inc. Some time ago they were working on this direction.

There is a company called Atotech who is the manufacturer of Plating chemicals.

I heard that they have the technology of sensitization without Palladium. But I am not confident about the price.
