You need to get a copy of ASTM A967. This gives you all the information you need on cleaning and passivation and the various test methods you can use. The method of passivation and testing depends on what alloy of stainless steel you are using.

There are new technology products in India available which will remove iron contamination, rust, black scales, discolouration after welding with jelly type product which can be applied with brush on localised SS area to clean weld seam and surronding areas.

There are some simple tests like ferroxyl or copper sulphate this on eBay or Amazon [affil links] tests which can give you immediately results for ferritic contaminations on Stainless Steel surface.
