Unfortunately, the answer depends almost a hundred percent upon the application. Zinc-cobalt is an excellent sacrificial coating which provides cathodic protection to steel. Nickel-chrome provides only barrier layer protection. Further nickel-chrome plating quality can vary from having a single, too thin, layer of nickel which accelerates corrosion of the steel rather than retarding it, to extremely effective multilayer nickel coatings as are seen on today's small truck bumpers and which protect them for decades in the harshest conditions.
