Two years old and rusting already
We are only two years old and we have a lot of painted steel throughout our campus. We are located 3 miles from the ocean, and we have rust showing. What can we do to correct this problem? Rust Inhibitor or a rust converter ⇦ this on eBay or Amazon [affil links] ?

There is a very effective O-VOC, Aqueous Acrylic hitting the market that has a milk like consistency, dries clear and stops rust very effectively. You can get it there in California.
