Refinishing old steel furniture fixtures

I am refinishing an old mahogany buffet and the fixtures are steel - chipped and rusty. I read something about turning them black and re-using them vs. buying new ones. The book said something about using ammonia ⇦ this on eBay or Amazon [affil links] fumes. Could you tell me how to blacken these fixtures with ammonia fumes? I'm not sure if it was only ammonia or if I am supposed to mix it with something.
