Electrically Resistive chem conversion coatings
We are currently looking for a chemical conversion coating that meets MIL-C-5541 that is electrically resistive. This coating is between two aluminum parts and the resistance between the two parts must be greater than 30 ohms.

I'd have to carefully re-read Mil-C-5541 to say for sure, but your requirement sounds like an oxymoron. If one of the parts were anodized, however, it would provide the resistance you are looking for.
