Pin holes in 316SS heat exchanger in amine service

I found almost 1/3 plates of Plate Heat Exchanger (MOC- SS316) having pin holes. The PHE is being used in Amine service. can you suggest why pin holes are developed, rather amines are not such corrosive.

Dear Mr Damcrazy,

This is a new name stranger than mine, thought I'd heard them all. The SS should have been passivated before use, even so I would have used titanium in the first place.
