First of two simultaneous responses -- 2004

Dear friend:

As I understand your problem you need to clean your stainless steel 316.look you must use a suitable degreaser to remove oil from the surface, then rinse after you can use the following formulation :

PHOSPHORIC ACID 36%
sulfurIC ACID 15%
WATER THE REST
TEMP 45 C
C.D 50 AMP/Ft2

YOU well get a clean bright surface.

You didn't say anything about how wide your sheets are, but the fastest way to remove scale is via an in-line blast method; however, it maybe possible to use a wide belt abrasive method.

You can use a chemical/degreaser for coming out of your problem which is available in Delhi.
