Help with the cleaning of my sword

I recently received a sword which was from some fraternity of some king in Texas, however it is in bad shape and I would like to clean it. The problem is that there is the blade is engraved with designs and I don't want to ruin them. Could you help me?

Now I'm curious--which king of Texas was it?

...and here I thought only the Czars of Texas carried swords. But seriously, if you think the sword is of any value have a professional appraise it and if it is of value have a professional restore it.
