No adhesion of top coat to etch-primered aluminum

Pl suggest for the same, Thanking you,

I am coating an Aluminium Block and coating it with Etch Primer and a top coat on it(rubber based). There is no as such pre - treating done just a little sanding and cleaning it with solvent. I am not able to get adhesion on it at all. The paint peels like a potato peel.

If the aluminium alloy is suitable for anodizing then you could go for a deep etch, instruct the anodizer not to seal the work and thus you have a porous film which will provide an excellent surface for the rubber based paint to adhere to.
