Is Dry Phosphate Treatment available in the USA

I need information on "Dry Phosphate Treatment". I know this is a common treatment in France but is it available in the USA ?

Hi, Carl. I suspect that if the finish is common in France then it's available in the USA. But different words may be used to describe it. "Dry phosphate" means nothing to me, but it may just be the term, not the process. So what is it?
