Non-conductive coating for Class III Be-Cu

I am looking for a plating/ coating process for (BeA-50AT) C17510 Cu CLASS III which is non-conductive, weld flash resistant, and abrasion resistant. I know this is a tall order. Does such an animal exist? I am willing to experiment if anyone has ideas. Serious inquiries only please.

Most ceramic and some intermetallic materials meet all your requirements. Among the most common: AlO2, CrO, SiC, etc. Another story is how to apply them to your surface which you did not describe. Processes can vary from thermospray to PVD, CVD and plasma assisted deposition.
