1) Is the surface finishing of the piercing punch and die important?

Some interesting work on surface finishing stamping dies was published approx. 10-15 years ago. in one application stamping dies for beer can tabs from aluminum had their service life extended by TEN TIMES. This was done because the specialized finishing procedures altered surfaces in a way that greatly increased the load bearing ratio of the surface profile.

I think you can answer your own question. In any manufacturing process, the finer the machined tolerances and surface finishes the better the end product. That goes for all support mold and dies. In your case, that is true, but you also left out harness, lubricant, etc.
