How to clean spots off brass lantern lights

HOW TO CLEAN SPOTS OFF BRASS

I am a homemaker. We live in a house that was built in the l970's. The problem is at our front door we took down the outside lantern lights on each side of the door for cleaning. On the inside back of each light is a brass back. These lights have not been cleaned for years and the brass plate at the inside back has black spots all over it. I cannot get these spots off and they also seem to have some kind of coating on them.

We have used a polishing compound, Brasso this on eBay or Amazon [affil links] and neither works. How can we get these spots off the brass plates?

Thanks for your help.
